Perhaps it is a very wonderful space not done justice by the photograph. From the photo, it appears "Freeway Promenade" would be a more appropriate name. Since there are already some places mentioned that are not totally open to free public access, I would add the gardens of the Alcazar in Seville, Spain, to the list.
